澳门娱乐场中的骰宝（可读为“色shǎi
宝”）是一个传统的中国骰子游戏，这个游戏在中国已经有几百年的历史。西方娱乐场中的SicBo游戏，就是粤语“色shǎi
宝”的读音。澳门娱乐场中的骰宝（Cussec）游戏，在西方也称作大小
DaiSiu、TaiSai（均为粤语“大小”的发音）。
Cussec (Sic Bo) is known as Big
and Small (Tai Sai) in Macau and is played with three standard dice
that are shaken mechanically. The outcome is keyed into a computer
which automatically lights up the winning zones on the table. A
player can make any number of bets on the Sic Bo table. Outcomes
are based on the combinations of the three dice. If the total
points are between 4 and 10 it is regarded as Small (Sai), between
11 and 17 means Big (Tai). Payoff combinations are presented on a
roulette-style table top that is often lit from underneath to
indicate the winning combinations.
玩骰宝需要三个骰子、一个骰盅，以及一个电动的白色塑料台面（也就是台桌布局）。玩家在这个布局上下注。标准的骰宝台桌布局上有50种不同的下注选择，从赢钱比例为1/1的大小押注，到赢钱比例为180/1的特定三数押注。

大陆多把骰宝游戏称谓“押大小”。娱乐场中荷官每次他只需要按一下开关按钮，盅里面的三个骰子就自动震动起来了，震完之后骰子的数字是多少，也不需要荷官去数，盅里面的感应器有自动识别功能，最后在台桌的电子显示屏上直接可以看到三个骰子的数字加到一起的结果，荷官最主要的工作就是收筹码和发筹码了。
押大押小游戏的规则如下：如果三个骰子的点数加到一起小于等于
10，就算小；如果点数大于等于
11，就算大。每次玩家可以把一定金额的筹码放到台桌上写着大和小的圆圈里。如果押对了，押了一个筹码，就可以拿回两个筹码；如果押错了，押的筹码就归娱乐场了。
按照这样的规则，无论押大还是押小，玩家和庄家各有50%的胜率，看起来似乎很公平。但是，庄家优势在于游戏还有一条额外的规则，叫“大小通吃”，当三个骰子的点数是一样的时候（比如三个
1，三个 2，……，三个 6），叫围骰（内地叫“豹子”）。这个时候，不管玩家押大押小，都算庄家赢。开出“豹子”几率为
1/36即2.78%，这样算起来庄家胜率为51.39%，玩家胜率为48.61%，
庄家这2.78%的优势长期说来，就是铁胜了。假如第一次玩家下注为10000元，第二次下注就只有9722（=%），第三次下注只有9452（=%），依此类推，下注二十五六次，10000元就只剩下一半了。当然，这是理论分析，真正下注时有赢有输，但是总体几率是不会改变的。因此，此类游戏与荷官没有任何关系，输赢是概率决定的。
除了可以押大小以外，玩家还可以“押围”，也就是说可以把砝码放在代表三个 1
的格子里（上图中左下角的格子）。如果最后骰子真的是三个 1，押 1000 元可以净赚 15 万！用娱乐场专业术语来说，押大小的赔率是
1:1，押围骰的赔率是
1:150。看起来很诱人，坚信“人生能有几回搏”的赌徒一定会去“搏一次”；可是尽管收益很大，风险却更大，大多数时候 1000
元打了水漂，而 15 万还在梦里。因为出现三个 1 的概率只有 1/216（约为 0.46%），如果押 1000 元，中了给 21 万
5 千元，才可以称得上对娱乐场和玩家完全公平，1:150 的赔率仍然是对娱乐场非常有利的。
可以看到，台桌上还写了一些 4 到 17
的数字，表示还可以押具体一个数字，比如押三个骰子数字加到一起的和是 11。三个骰子的数字之和从最小的 3 到最大的
18，可能性各是多少呢？按照计算是这样的：娱乐场当然也考虑了这一点。按照规则，押 10、11 这样比较容易出现的点数，赔率就是
1:6；如果押 5 或者 16，赔率就是 1:18。当然，这些制定的赔率也一定不会让娱乐场吃亏。
总之，不过从概率角度看，任何“高手”所做的所有努力都是白费，因为每一次三个骰子的点数之和是多少，概率都是按照上面那一张图分布的，与之前的几次结果毫无关系。“前世”对于“今生”并没有任何影响，连续出现十次大也不意味着下一次就一定会出现小，或者一定会出现大。

How to play Sic Bo

casino games, it is not necessary to learn any
complex strategies in order to play successfully. All you have to
do is place your bet on your chosen area of the table and the dice
will then be rolled in order to ascertain the outcome.

The Double bet involves the outcome of two dice having an identical
value. This bet is determined to be a winning wager if two out of
the three dice show the correct doubles as indicated in your bet at
the end of the roll and winnings are pay out at 8:1.
Combinations
The Two Dice Combination bet is made on the upcoming roll of the
dice comprising two specific dice values eg. 1 & 2,
1 & 4, 2 & 6 etc. Fifteen possible
combinations options exist and you’ll only win if the two numbers
you have selected appear once the dice are rolled. This type of bet
gives payouts of 5:1.
This bet is placed on the outcome of all three dice landing on the
same number. There are six possible triple bets according to the
face values of the dice (111, 222, 333, 444, 555 and 666). A bet on
a specific triple will typically pay you 150: 1.
This wager is made on the outcome being any triple rather than a
specific triple, payouts are usually set at 24: 1
The “any number” bet is a single number wager on a selected number
from 1 to 6. If your number appears on one or more of the dice
after the roll has been completed then you will win. Usually these
bets payout at 1:1 for a single match 2:1 for two matches and 3:1
for three.
While this bet is not always available on all Sic Bo tables, it is
worth mentioning as you may come across it from time to time. The
bet is placed on the total count of the three dice being either an
odd or even amount. Similar to the Big or Small bet, any bet placed
on either of these options will be lost if a triple is rolled. The
typical payout on Odd or Even is 1 to 1.

考慮到在澳門經營幸運博彩的承批公司及轉承批公司為了更新經第31/2003號經濟財政司司長對外規範性批示核准的幸運博彩《骰寶法定規章》而作出的闡述；
考慮到博彩監察協調局的建議；
經濟財政司司長行使《澳門特別行政區基本法》第六十四條賦予的職權，並根據第16/2001號法律第三條第五款的規定作出本對外規範性批示。
一、核准載於附件內《骰寶法定規章》，此規章為本對外規範性批示的組成部份。
二、廢止第31/2003號經濟財政司司長對外規範性批示。
三、本對外規範性批示自公佈之翌日起生效。

骰寶法定規章
骰寶博彩用具包括：
（一）三粒骰子，一至六點分別刻在各骰平面上，三粒骰子重量相等，全然均衡，各正反兩面之點數皆共為七點；
（二）一個特別骰盅，結構如下：
（1）一個黑色不透明材料圓底盅座，玻璃底板下與一個把手或一電子啟動裝置相連，底板之上鑲有一個透明玻璃罩，三粒骰子放在玻璃罩內；
（2）另有一可揭式盅蓋，顏色、質料與盅座相同，能吻合地蓋着玻璃罩，盅蓋之兩邊用扣與盅座相。
（三）一張或多張檯證，上印有三粒骰子之各種投注方式。
一、下注前，莊荷須用可揭式盅蓋蓋好玻璃罩，用扣將盅蓋與盅座繫牢，然後連續按下把手三次或啟動電動搖骰裝置，隨後開始下注。
二、啟動把手或電動裝置可將置放於特別骰盅前之燈牌在投注開始前自動亮着。
三、除上款規定程序外，莊荷亦可高聲宣佈下注開始。
一、莊荷按響鐘表示投注停止後高聲宣佈開骰。
二、開骰結果由莊荷於揭開可揭式盅蓋後宣佈，而中彩各瓣可於燈牌中以亮燈顯示。
三、可揭式盅蓋被揭開後發現有骰子相
或斜靠不平時，莊荷宣佈該局無效，隨即進行另一局。
四、遇上款之情況時，博彩者不得取消下注，但可從新投注。
莊荷未將各中彩注賠畢前，不得將玻璃罩蓋上。
博彩者可在下列各瓣下注：
（一）“小”三粒骰子之點數總和由4點至10點；
（二）“大”三粒骰子之點數總和由11點至17點；
（三）“三軍”任何一粒骰子出現選定之平面點數；
（四）“圍骰”三粒骰子平面與選定點數相同；
（五）“全骰”在一點至六點內，三粒骰子平面點數相同；
（六）“點數”由4點至17點，三粒骰子平面點數之總和；
（七）“雙”三粒骰子之點數總和為雙數；
（八）“單”三粒骰子之點數總和為單數；
（九）兩粒骰子平面點數相同、一粒另外之組合；
（十）選定三粒骰子之平面點數；
（十一）“長牌”任兩粒骰子之平面點數；
（十二）“短牌”選定兩粒骰子之平面點數；
（十三）選定四個點數其中三個出現在骰子平面上。
上一條款各式投注賠率如下：
（一）“小”一賠一；
（二）“大”一賠一；
（三）“三軍”投中一粒骰子平面點數一賠一，兩骰相同一賠二，三骰相同一賠三；
（四）“圍骰”一賠一百五十；
（五）“全骰”一賠二十四；
（六）“點數”：
4點及17點，一賠五十；
5點及16點，一賠十八至一賠三十；
6點及15點，一賠十四至一賠十八；
7點及14點，一賠十二；
8點及13點，一賠八；
9點、10點、11點及12點，一賠六。
（七）“雙”一賠一；
（八）“單”一賠一；
（九）“兩粒骰子平面點數相同，一粒另外之組合”一賠五十；
（十）“選定三粒骰子之平面點數”一賠三十；
（十一）“長牌”一賠五；
（十二）“短牌”一賠八；
（十三）“選定四個點數其中三個出現在骰子上”一賠七。
若三粒骰子平面點數相同，通吃「大」、「小」各注。
場方決定採用本規章第一條、第二條、第五條及第六條規定的選項時，須先獲得博彩監察協調局許可，且應於預定採用日期前三個工作天提交申請書。
