武汉一车主买新车遇烦心事 车管所拒绝上牌
武汉市民曹先生最近遇到一件烦心事：买了一辆新面包车准备从事经营，却上不了牌照，闲在家里像 " 一堆废铁 "。曹先生不明白，怎么会出现这种情况？3 月 19 日，曹先生在武汉森隆汽车销售公司购了一辆15 座面包车，当日付清全款，提走了汽车。随后交纳了车辆购置税，购买了保险一切手续后，去车管所上牌照。但是，车管所民警扫描车辆合格证发现，该车的排量，与《公告》参数不符合，拒绝上牌照。车管所所说的《公告》指的是 " 汽车产品公告"。新车出厂前，必须由厂家向国家发改委及相关部门递交申请，审核车辆信息。审核后，每一批车会有一个型号及生产合格证。没有经过《公告》的车辆，不能销售，交管部门不予上牌照。曹先生怀疑，该公司销售的这台车，是没有经过《公告》的车，所以车管所才拒绝上牌照。昨日上午，长江日报记者陪同曹先生来到这家公司，询问为什么会出现这样的情况。车辆生产厂家在湖北的区域经理王先生称，这是一个误会。他说，销售给曹先生的车确实是经过《公告》的车辆，并当着记者面，在中国汽车网上查到了该车的公告。他解释说，按照程序，企业生产的汽车先报工信部审批公告，之后将公告的信息传给公安部门，公安部门再将信息传到各省市直到车管所，方可办理牌照。" 曹先生购买的车不能上牌照，可能是信息传递过程中出现滞后问题。" 王经理说，同款车今年3 月26 日在无锡就上了牌照。他们公司 2009 年进入武汉市场，销售了500 多台车，还是第一次遇到这样的事，" 我们也很无奈 "。王经理说，公司正在积极沟通此事，保证此车能上牌照。他当场承诺，5 日起，一天不能上牌照，按每天500 元赔偿给曹先生，直至上到牌照为止。
