展开全部马克思主义认为，经济不仅是暴力的目的，而且是暴力的本源。是进行战争和建设强大国防的物质基础。恩格斯指出："暴力的胜利是以武器的生产为基础的，而武器的生产又是以整个生产为基础，因而是以'经济力量'，以'经济情况'，以暴力所拥有的物质资料为基础的。""在任何地方和任何时候，都是经济的条件和资源帮助'暴力'取得胜利，没有他们，暴力就不成其为暴力。"(《马克思恩格斯军事文集》第1卷第51页)人类社会几千年的历史证明，经济不仅是进行战争的物质基础和获取胜利的前提条件，而且正是由于生产力的提高，经济的发展，才使武器装备不断更新换代，从而带来了整个战争方式和内容的巨大变革。
基于马克思主义的上述原理，毛泽东曾反复强调："战争不但是军事的和政治的竞赛，还是经济的竞赛。"(《毛泽东选集》第3卷第1024页)在历次革命战争中，他总是全面地、客观地分析敌我双方的物质力量对比，用以创造夺取胜利的条件。比如，在土地革命战争时期，毛泽东针对"反围剿"斗争的极端艰苦情况提出："革命战争的激烈发展，要求我们动员群众，立即开展经济战线上的运动，进行各项必要和可能的经济建设事业"，"只有开展经济战线方面的工作，才能使革命战争得到相当的物质基础，才能顺利地开展我们军事上的进攻。"(《毛泽东选集》第1卷第119、120页)他严肃批评了不重视经济建设的错误倾向，并提出了"依赖帝国主义和国内敌人的军事工业"，缴获敌人的物资补充自己的方针。抗日战争时期，由于日本帝国主义的"三光"政策和国民党的经济封锁，各根据地经济上十分困难。毛泽东在精辟分析了敌我双方军力、经济力和政治组织力的对比后指出，长期战争中最困难的问题之一，就是财政经济问题，离开了经济工作而谈"革命"，不过是革财政厅的命，革自己的命。在这种情况下，党中央实行新的战时财政经济政策，实行精兵简政，广泛开展减租减息运动，有计划地在根据地创建军火生产工业，并开展轰轰烈烈的大生产运动，选择能力较强的干部抓经济搞生产，从而解决了经济上的困难。解放战争时期，毛泽东又提出"发展生产，厉行节约，加强军事工业的建设"等主张，把取之于敌，用之于敌的方针纳入"十大军事原则"之中，逐步改变了敌我力量对比，保证了解放战争的最后胜利。
社会愈是前进，战争愈是发展，战争的胜负就愈加依赖和取决于经济条件。不仅第一次和第二次世界大战是如此，而且战后世界上发生的一系列局部战争也有力地说明了这一点。这是因为现代战争武器装备昂贵，战争耗资巨大，所以经济力量也就更加严重地影响着战争的进程和结局。据此，建国后，毛泽东提出了一系列富国强兵的理论原则，以使我国的经济力和国防力不断得到增强，为实现国防现代化和赢得未来反侵略战争的胜利打下坚实的物质基础。
经济是国防建设的基础，加强国防一定要首先加强经济建设。国防建设既包括了常备军和武器装备等方面的实力建设，又包括了国防经济、战争动员、国防教育等方面的潜力建设；既包括了军队的规模和武器装备的现代化水平等"硬"指标，又包括了人才素质、军队结构、军事理论水平等"软"指标。但无论是哪一方面，都和国家的经济和科学技术水平有着直接的关系。只有国家的经济和科学技术水平发展了，国防建设所需要的人力、物力、财力才有雄厚的基础，否则，国防现代化就是"无米之炊"、"无本之木"，只能流于空谈。正是由于国防建设对经济建设的巨大依赖性，毛泽东特别强调加强国防一定要首先加强经济建设。他指出："没有工业，便没有巩固的国防"(《毛泽东选集》第3卷第1080页)，"只有经济建设发展得更快了，国防建设才能够有更大的进步"。"我们一定要加强国防，因此，一定要首先加强经济建设。"(《毛泽东著作选读》下册第725页)1958年，他还明确指出：国大军就会大，国不大军就不能大，有了现代工业，现代化国防就好办了。他形象地比喻说，农业是一个拳头，国防是一个拳头，要使拳头有劲，屁股就要坐稳，屁股就是基础工业。1963年，他又强调："如果不在今后几十年内，争取彻底改变我国经济和技术远远落后于帝国主义国家的状态，挨打是不可避免的。"(《毛泽东著作选读》下册第849页)可见，毛泽东反复强调，经济是国防建设的基础，只有国家经济发展了，生产力水平提高了，国防建设才能有较大的进步。所以，加强经济建设是进行国防建设的前提，要进行国防建设，首先必须加强经济建设。已赞过已踩过你对这个回答的评价是？评论
