<p id="s0 This specification
relates to possible hazards that may not be recognized readily by the public and that may be encountered in the normal use for which a toy is intended or after reasonably foreseeable abuse. It does not purport to cover every conceivable hazard of a particular toy. This specification does not cover product performance or quality, except as related to safety. Except for the labeling requirements pointing out the functional hazards and age range for which the toy is intended, this specification has no requirements for those aspects of a toy that present an inherent and recognized hazard as part of the function of the toy. Such an example is a sharp point necessary for the function of a needle. The needle is an inherent hazard that is well understood by the purchaser of a toy sewing kit, and this hazard is communicated to the user as part of the normal educational process. <p id="s0 On the other hand, while a riding toy has inherent hazards associated with its use (for example, falling off onto the sidewalk), the possible hazards associated with its construction (sharp edges, exposed mechanisms, etc.) will be minimized by the application of this specification. <p id="s0 This specification covers requirements and contains test methods for toys intended for use by children under 14 years of age. Different age limits for various requirements will be found in this specification. These limits reflect the nature of the hazards and expected mental or physical ability, or both, of a child to cope with the hazards. <p id="s0 Articles not covered by this specification are as follows:

Toy Chests
Sporting goods, camping goods, athletic equipment,
musical instruments, juvenile products,
however, toys that are their counterparts are covered.
(It is recognized that there is often a fine line between,
for example, a musical instrument or a sporting item
and its toy counterpart. The intention of the producer
or distributor, as well as normal use and reasonably
foreseeable abuse, determines whether the item is a
toy counterpart.)

This is a GUI for controlling special features in Sony VAIO laptops such as battery charge limiter, keyboard backlight, ambient light sensor, etc.
OverviewVAIO Control Center is a software program developed by Sony. It is typically pre-installed with most new Sony computers. The most common release is 4.5.0.03040, with over 98% of all installations currently using this version. During setup, the program registers itself to launch on boot through a Windows Schedule Task in order to automatically start-up. Upon being installed, the software adds a Windows Service which is designed to run continuously in the background. Manually stopping the service has been seen to cause the program to stop functing properly. It adds a background controller service that is set to automatically run. Delaying the start of this service is possible through the service manager. A scheduled task is added to Windows Task Scheduler in order to launch the program at various scheduled times (the schedule varies depending on the version). The primary executable is named vaio control center.exe. The setup package generally installs about 98 files and is usually about 2.76 MB (2,896,763 bytes). Relative to the overall usage of users who have this installed on their PCs, most are running Windows 7 (SP1) and Windows 8. While about 21% of users of VAIO Control Center come from the United States, it is also popular in United Kingdom and Germany.
This program is pre-installed on Sony PCs
Pre-installed software such as this is usually included by default on the manufacturer's PC. Many OEM (original equipment manufacture) software that is included with a new PC is useful and in many cases required for the PC to function properly as in the case of various software drivers. However, some pre-installed software is optional and can be safely removed.
Some users and experts alike have reported that this program is considered bloatware or bundleware. Such software is optional and can be safely removed if you do not utilize the features of the progam.
Sony has been criticized for loading its VAIO laptops with bloatware, or ineffective and unrequested software that supposedly allows the user to immediately use the laptop for multimedia purposes. Sony also offers a Fresh start option in some countries which allows a new computer to be shipped only with a basic Windows operating system and very little trial software pre-installed.
It is usually licensed for use only on the Sony PC on which it was pre-installed.
It sometimes difficult for users to remove via the 'Uninstall a Program' feature in Windows.
